Must Disable Gatekeeper

Try turning off the gatekeeper using the following instructions:
  1. From the Apple menu, open the “System Preferences” application.
  2. Click on Security & Privacy > General tab.
  3. If the lock in the left-hand corner is locked, click on it, then enter your Mac’s username and password. This may not be required.
  4. Click “Anywhere” under “Allow applications downloaded from:”.
  5. If you followed Step 3, please click the lock in the left-hand corner to return it to its locked state.
  6. Close “System Preferences”.

Also use the command with command line running in sh mode.

sudo spctl –master-disable
custom footer text left
custom footer text right
